Gun Crisis Solution of the Day: Delaware officials seek to disrupt straw purchases with manadatory stolen-gun reporting Posted: 20 Feb 2013 12:30 PM PST According to a report at delawareonline.com today, Delaware Gov. Jack Markell, Attorney General Beau Biden and Lt. Gov. Matt Denn joined Delaware State Police Troopers to present a bill which would require gun owners to report lost or stolen firearms. The move is intended to thwart straw purchases, a practice in which guns are bought legally but sometimes end up in the hands of criminals who have previously lost their right to own firearms.

Police say that they negotiated his surrender following an armed standoff and an exchange of gunfire during which a neighbor was shot and killed. According to police, they responded to the suspect’s residence for a domestic call in the Jefferson on the Creek apartment complex on East Street Road Tuesday afternoon — and were called back again in the evening for reported gunfire. Police said that officers were met with more gun shots when they arrived and that they returned fire. A 90-year-old woman who lived in a downstairs apartment was killed, apparently in the crossfire, but authorities were withholding her identity until they could notify relatives. Warminster Chief of Police Michael Murphy, left, and Lt. Dominic Varacallo address the news media at their headquarters after the incident. The suspect barricaded himself inside his home, according to police, until they talked him out in the early morning hours. He was charged with aggravated assault but is expected to face more charges in court later today. Nearby apartments were evacuated during the incident and the rest of the complex was locked down by police. Dozens of neighbors were sheltered in a local high school but were allowed to return to their homes after the situation was brought under control. Police vehicles block the entrance to the apartment complex during the incident.
